Sir and dear Colleague,

I must again call your attention and that of the

Consular body to the attempted interference with the jurisdiction and rights of this consulate, and all other

consulates as well, by ar. Blackburn, the British Assessor,

at the Mixed Court, who has acted in a very high handed and

presumptuous manner by refusing to recognise the paramount

authority of this consulate over persons bearing its certifi-

cate of registration.

If there is to be any rulings on the question of

jurisdiction in the cases of persons registered in this
